Fuel Gauges

Refererence the installation of 170B fuel gauges. Can they be legally installed by the aircraft owner, or does it require a licensed A&P?

That would be a licensed A&P. Appendix A of FAR 43 spells out what a licensed pilot can do under preventive maintenance. Here is a link to it.

Of course you under the supervision of an A&P can perform the work but he is signing the books and takes responsibility for the work.
