New starter, new starter adapter, new cables, added a ground to engine block, and it's still not

Ok, now I am really lost. All new wires and I have the same result. Tried jump starting from my truck and starter spins faster/harder but minimal rotation. I am wondering if it can be in the angle drive like George said. Possibly a spring in there or something?

Can anybody tell me if there should be voltage on the Field terminal of the VR, with the master switch turned on and the engine NOT running?

What could this capacitor be used for? The hot wire was pulled out of its home when I found it.
